CCTV Privacy Notice

The Council operates 496 CCTV cameras across its building estate, together with a further 43 public realm cameras, giving a total of 539 cameras.

The cameras record images of people in and around the areas they cover.

The system does not record audio and does not use facial recognition, biometric identification or automated decision-making.

We use CCTV to protect public safety; to prevent, deter and detect crime and antisocial behaviour; to protect Council property, staff and visitors; and to help us respond to incidents and support investigations.

Our lawful basis is Article 6(1)(e) of the UK GDPR (a task carried out in the public interest or in the exercise of official authority), supported by our functions under the Crime and Disorder Act 1998 (section 17), the Criminal Justice and Public Order Act 1994 (section 163) and the Local Government Act (Northern Ireland) 2014.

The Council’s CCTV is installed, maintained and supported by Advanced Overwatch, a Northern Ireland specialist CCTV contractor providing CCTV installation, maintenance, consultation and control room services.

Advanced Overwatch acts only on the Council’s instructions as our data processor and cannot use the footage for its own purposes.

Please note that requests about your personal data should be made to the Council, not to Advanced Overwatch (see Your rights section).

We may share footage with the Police Service of Northern Ireland (PSNI) for the prevention, investigation or detection of crime, and with courts, legal representatives or other authorised agencies where there is a lawful basis to do so.

The PSNI processes footage it receives for law-enforcement purposes under Part 3 of the Data Protection Act 2018. We do not transfer footage outside the United Kingdom.

Footage is normally kept for 30 days and then automatically deleted, unless it is needed for an investigation or legal proceedings, in which case it is kept securely only for as long as necessary.

You have the right to ask for a copy of footage in which you appear (a subject access request) under Article 15 of the UK GDPR and, subject to the limits that apply to processing carried out in the public interest, the rights to rectification, restriction and to object.

You can request access to any personal information the Council holds about you by submitting a Subject Access Request (SAR). We will respond within one calendar month, and there is normally no charge. Where footage shows other people, we will redact their images before release.
This request must be in writing and clearly specify the information you require.
