Defibrillator Grant

This grant is open to:

1. Constituted Sports Clubs based in the Lisburn & Castlereagh City Council area who are affiliated to their National Governing Body and,
2. Constituted Community & Voluntary Organisations based in the Lisburn & Castlereagh City Council area.

Applicants must meet the following criteria:

• An open and accountable governing document (Constitution or Articles and Memorandum of Association, or applicable governing document) that has been properly adopted. 
• A bank account in the name of the organisation, and an annual set of independently examined financial accounts, endorsed at an Annual General Meeting.
• A Management Committee or Governing Board, elected by its membership at an Annual General Meeting, and elected office bearers.
• Have appropriate Safeguarding Policies for protecting Children and Adults at Risk, who are involved as part of the group’s programme.
• Public Liability Insurance, minimum £5 million, to cover all risk associated with the activities of the organisation.
• Has Sports Development, or Community Development/Engagement as the primary focus of the organisation.
• In operation for more than 12 months.
• Applicants must own or lease the premises where any externally located defibrillator will be installed and provide evidence of this (e.g., title deeds, lease agreement, or written permission from the property owner/landlord). 
• The required supporting documentation must be uploaded with the application.

Other conditions your organisation must comply with to be eligible for funding include:

If the funding is provided for an external defibrillator, you must ensure:

• the defibrillator is available to the public 24/7 and kept in a secure, coded cabinet,
• it is installed on an external wall not blocked by locked gates or opening times,
• the cabinet has a constant electricity supply,
• to register the defibrillator on The Circuit, the national defibrillator network, and
• have documented authorisation from the property owner to install the defibrillator.

You also must:

•    commit two coaches/members to attend accredited ‘Defibrillator and CPR’ training.

Sporting Organisations and Community Organisations have the opportunity to apply for funding to support the following:

• Defibrillator and associated housing unit
• Professional fees related to the installation of the defibrillator
• Power supply (for the defibrillator).

The scheme will not fund running costs such as:

• Upkeep, maintenance and other running costs associated with the defibrillator
• Costs that are poor value for money, or procured outside of Lisburn & Castlereagh City Council’s procurement guidelines
• Costs that are already covered by other funding or income sources 
• Reclaimable VAT
• Retrospective payments
• Expenditure that is contrary to any Lisburn & Castlereagh City Council policies

Please note that only one application is permitted per club / organisation. Multiple applications relating to different sections of a club /organisation will NOT be considered.
 

The maximum amount grant clubs / organisation can apply for is £2,500.  Any money granted is for costs incurred after the date of the Letter of Offer.  

Please note Cash Payments cannot be accepted. In the event of the funding call being oversubscribed, LCCC reserve the right to apply a reduction across all applications to bring the awards in line with the available budget.

Before applying, please check that:

• your organisation is eligible to apply.
• your application meets the priorities of this fund.
• you have completed every question on your Application Form; Stage 1 must be passed in order to progress to Stage 2.
• you can provide all the information we ask for as part of the application process.

Once your application is received, we will:

• Perform an Eligibility Check on your application and then assess it against the key themes of the grant, as highlighted in the GUIDANCE NOTES section above.
• Contact you with questions should we need to, so please keep a copy of your Application Form for your reference.
• Not assess your application if it is incomplete.

If your application is successful, we will:

• Send you a Conditional Offer and our Terms & Conditions of Grant by email for your organisation to sign and return to the council.
• Clearly indicate the eligible expenditure for the funding offered.
• Request the grant be acknowledged through the inclusion of the official Lisburn & Castlereagh City Council’s logo on all related promotional material associated with the project and that an Elected Member and/or Council Officer from Lisburn & Castlereagh City Council, may be invited to the club / organisation to which the grant is awarded.
• Request the submission of a completed Award Evaluation Form. Failure to complete can put at risk the awarding of your grant claim.

Once we have received your signed Terms and Conditions we will:

• Make payment to your group’s bank account, via the Bankers Automated Clearance System (BACS).

Please be advised that details of your application may be discussed during open business within Committee Meetings.
