Dog Breeding Establishment Licence Conditions and Guidance

Before operating a dog breeding establishment an application must be made to the District Council in which the business is to be situated.  The applicant must be in receipt of a licence before the establishment is opened for business.  The licence is renewed annually, following application by the operator and an inspection of the premises by a Council Enforcement Officer to ensure compliance.  There is a fee for the licence the level of which depends on the number of breeding bitches to be kept in the establishment.

The conditions for obtaining a licence and appropriate fee are outlined in the Welfare of Animals (Northern Ireland) Act 2011 and the Welfare of Animals Dog Breeding Establishments and Miscellaneous Amendments) Regulations (Northern Ireland) 2013.
